The Heraklion Port Authority S.A., considering:

  1. Law 5126/2024 (Government Gazette A’ 115/26.07.2024) regarding the ratification of the Concession Agreement concerning the use and exploitation of certain areas and assets within Heraklion Port, specifically Article 17 of the Concession Agreement and Annex 17.1,
  2. The Articles of Association of Heraklion Port Authority S.A., particularly Article 9 (Protocol No. 3363005/13.09.2024, Announcement of Registration in GEMI),
  3. The minutes of the Extraordinary General Assembly of 18.09.2024,
  4. Board Resolution No. 1/15th BOD of Heraklion Port Authority S.A./18.09.2024 for the establishment of the Board,
  5. Board Resolution No. 2/15th BOD of Heraklion Port Authority S.A./18.09.2024 regarding the company’s representation and granting of authorizations to the CEO,

intends to proceed with the automation of its three existing parking areas to enhance user service and increase management efficiency. Each parking area will have one entrance and one exit to optimize vehicle flow. Plans of the three parking areas are attached.

Research Objective: The invitation aims to gather information on the procurement, installation, and operation of automated entry, exit, and payment systems for the Port Authority’s parking areas. The proposed system should offer self-service options and modern payment methods, such as cash and card payments.

Technical Specifications and System Requirements:

  1. Entry/Exit Control System:

    • Weather-resistant automatic barriers.
    • License Plate Recognition (LPR) capability, with optional RFID for contactless entry.
    • Security cameras at entrances and exits, compliant with security standards and GDPR.
  2. Self-Service Payment System:

    • Payment terminals accepting cash and electronic payments (cards, NFC).
    • Touchscreen equipment with receipt issuance capability.
  3. Real-Time Monitoring and Management System:

    • Software for remote control, real-time monitoring, and usage reporting.
    • Workflow configuration for vehicle entry and exit (e.g., time restrictions, priority for port service vehicles) for optimal traffic management.
  4. Security and Maintenance:

    • Anti-vandalism construction and maintenance capability for operational assurance.
    • Proposed support and maintenance plan from the prospective supplier to ensure system continuity.

Supplier Qualifications: Interested suppliers should have:

  • Proven experience in the installation and support of automated parking systems.
  • Technical competence and skilled personnel with expertise in access control and payment systems installation.
  • Compliance with national and European legislation and quality certifications (such as ISO 9001 or equivalent).
