The Heraklion Port Authority S.A. (HPA), in accordance with:

  • Law 5126/2024 (Government Gazette A’ 115/26.07.2024) "Ratification of the Concession Agreement regarding the use and exploitation of certain spaces and assets within the Port of Heraklion," and specifically Article 17 of the Concession Agreement as well as Annex 17.1,
  • The Articles of Association of Heraklion Port Authority S.A., particularly Article 9 (Protocol No. 3363005/13.09.2024, GEMI Registration Announcement),
  • The minutes of the Extraordinary General Assembly dated 18.09.2024,
  • Decision No. 1/15th Board Meeting of HPA S.A./18.09.2024 regarding the formation of the Board of Directors,
  • Decision No. 2/15th Board Meeting of HPA S.A./18.09.2024 concerning company representation and authorizations by the Board to the CEO of HPA S.A.,

invites independent insurance consultants or risk management consultants with proven experience in damage analysis and risk management to submit proposals for the preparation and updating of the Maximum Probable Loss (MPL) Analysis for the Port of Heraklion.

Scope of Services

The selected independent consultant will be responsible for:

  1. Preparing an MPL analysis for the Port of Heraklion, based on internationally recognized methodologies and standards.
  2. Conducting a risk assessment with due diligence, taking into account all distinct characteristics of the port and its surroundings.
  3. Updating the MPL analysis every five (5) years or earlier, if required by operational or legal changes.

Required Qualifications

Candidates must meet the following criteria:

  1. Professional Licensing and Certifications:

    • Licensed or certified as a professional insurance consultant or risk management consultant.
    • Relevant certifications in risk management and loss analysis (e.g., CRM, CIRM).
  2. Experience in MPL Analysis and Risk Management:

    • Minimum of five (5) years of experience in damage analysis, risk management, and MPL study preparation.
    • Experience in projects related to port facilities or similar fields will be considered an additional asset.
  3. Knowledge of Legislation and Regulations:

    • Expertise in legislation and regulatory frameworks related to ports and shipping, as well as international security standards.
  4. Independence and Recognition:

    • Independence from insurance companies and recognition by professional bodies.
    • Registration with relevant professional associations and connections to international insurance organizations will be a positive attribute.
  5. Skills in Drafting Analytical Reports:

    • Ability to prepare well-documented and detailed reports on damage assessment and risk management.
  6. Technical and Analytical Skills:

    • Proficiency in using specialized software and risk modeling tools, as well as knowledge of loss analysis techniques.
